Call to Order

The meeting was called to order at 18:00 by President Neil Frame

  • Motion made, seconded and unanimously approved

Public Comment & Announcements

  • No public comment

Financial Reports

  • 2024 Audit
    • Ty Holman reported the findings of the 2024 Genesee Fire Protection District audit. He presented the draft report and stated that the findings presented a “fair representation of the financial statement for the district for 2024.” He further stated that it represented a “good, clean” audit.  
    • A motion was made, seconded, and approved unanimously to accept the 2024 Genesee Fire Protection District audit as presented.
    • A copy of the completed 2024 Audit will be posted before July 31 with Jefferson County.
  • Review of April financials
    • The April 2025 financial report was presented by Christina Jantzef.

Reports of Officers, Committees, Professional Consultants

  • Deputy Chief Peter GreenstoneCall status for year to date is 128 total calls.Most department calls are medical related.Administrator/Training Coordinator Max HerteGFPD participated in the recent Mountain Area Wildland Day.Six live burn training sessions have been held in the Burn Trailer.GFPD participated in the Summit County Wildland training and observed truck and draft training operations.Engineer Mark Hertzfeld is attending EMT training.A completed inventory of reserve medical supplies was conducted to  better supply the department.Apparatus Coordinator - Chief Josh BoylesStarlink will be permanently installed on 931.Wildland pumps have never met NFPA standards and are subject to underperforms due to the original design specifications set at sea level.Recruiting Coordinator - Engineer Kris KleinerTwo new recruits have committed to training and now five new recruits are preparing to start the Academy in August.Fire House Cookout will be held on June 20 and could be a possible recruitment opportunity for the department.Two Slash events are being planned for later in the summer of 2025.Facilities Coordinator - Chief BoylesStaff is continuing to search for a replacement of the door locks for the station.  Admin received one quote for $8,600, but is continuing to look for other quotes.Wildland Coordinator - P. GreenstoneThere is limited wildland activity locally due to wet conditions.The National Preparedness Level is Level 2.GFPD is preparing to status a wildland team for deployment in early July 2025.  A crew could be called to serve in California or the South West region of the country.Auxiliary - Chief BoylesUpcoming special events include the Fire House Cookout on June 20, the Big Chili  September 6 and Open House September 20. 

    Old Business

    • EAR Update -Owner's Representative Will Quinby
      • An updated RFP went out on June 18.
      • All Jefferson County permits have been submitted for the EAR.
      • Gates to secure the entrance to the EAR will be designed as a manual operation.
      • New schedule for implementation of the EAR
        • Bond Funding to be awarded by the end of July 2025.
        • July 10 announcement of proposal rankings
        • July 18 Announcement of Target Award
        • August 1st “Order to proceed” enacted .

    New Business

    • Cancer Trust - Chief Josh Boyles
      • Recent legislation for the State of Colorado has updated benefits to ensure heart and cancer statutory benefits are provided to full-time staff and volunteer firefighters.
    • CAD - Lt. Max Herte
      • The costs and benefits of installing a Computer Aided Dispatch (CAD) system are being discussed to aid in call response and the implementation of calls.
      • Two possible Mobile Data Terminals (MDT’s) would be installed in primary response vehicles.
      • Benefits of such a system include:
        • Realtime call information sent to the tablet in the responding engine.
        • Mapping and vehicle tracking
        • Less use of radio coms
        • All data directly ties into Jeffcom data banks
        • Instant messaging for privacy during calls
    • Replace 921/971 - Chief Josh Boyles
      • Preliminary planning for the 2026 GFPD budget is beginning to be examined in order to replace Utility 921 and Ladder 971. All planning is in the early stages; however, initial thoughts include purchasing a used ladder truck to replace Ladder 971 and a Ford Lightning for Utility 921.
    • Five Year Plan Discussion - Director Branch Russell
      • Director Branch Russell proposed that in the near future, the Board of Directors look at the implementation of a five-year plan to assist in guiding the Genesee Fire Protection District. It was stated that using a third party to implement such a plan would be beneficial. It was proposed that members could review the Evergreen Fire Master Plan as a guide for this process. At this time, the district does not have a current version of a Master Plan in use.
    • Stifel Contract - Director Niel Frame
      • Director Neil Frame proposed that in order to execute the Stifel as the underwriter for the EAR bond a staff member will need to be appointed.  
      • A motion was made, seconded and approved unanimously “To give Chief Josh Boyles the approval to execute the Stifel contract” on behalf of the Genesee Fire Protection District.”
